At-home COVID-19 tests: Public Health has exhausted its supply of at-home COVID-19 test kits. Until providers receive more and the distribution process is solidified, the Medical Center cannot hand out home tests to any TRICARE beneficiaries. Should someone need an at-home test, they will have to purchase it on the local economy. COVID-19 vaccines – On Sept. 11, the Food and Drug Administration approved (ages 12 and older) and authorized for emergency use (6 months to 11 years of age) updated mRNA COVID-19 vaccines for the 2023-2024 season (news release).
On Sept. 12, the Centers for Disease Control and Prevention published recommendations for use of these updated mRNA vaccines:
- Updated COVID-19 vaccines are recommended for everyone 6 months and older.
- Older adults and immunocompromised individuals are at greatest risk for hospitalization and death.
- In addition, healthy adults and children can still experience severe disease.
As part of the FDA decision, the bivalent mRNA COVID-19 vaccines (Moderna and Pfizer-BioNTech) are NO longer authorized for use in the United States; therefore, Wright-Patterson Medical Center cannot offer the COVID-19 vaccine at this time. Officials will share updates once the mRNA COVID-19 vaccines arrive for the 2023-2024 season.
The FDA has not yet authorized or approved an updated Novavax COVID-19 vaccine for 2023-2024.

Last call for 2023 SAPR annual facilitators and Tier 3 training – The final Tier 1 and Tier 2 facilitator training sessions (aka “train the trainers”) take place in October. Facilitators are needed to accomplish mandatory Sexual Assault Prevention and Response annual training for Tier 1 (E-6, O-3, GS-11 civilians or equivalent, and below) and Tier 2 (E-7 to E-9, O-4 to O-6, and civilians GS-12 and above or equivalent).
To become a 2023 SAPR annual training facilitator, individuals must first complete and send their “SAPR annual training vetting application” (template attached) and completion certificates for the two below computer-based training courses to the 88th Air Base Wing’s SAPR org box at 88ABW.CVK@us.af.mil no later than Oct. 1:
Then, prospective facilitators will attend a facilitator course (aka “train the trainer”) with SAPR staff. The final remaining courses are listed below. Sign-up instructions will be sent to prospective facilitators after a SAPR staff member has verified their application and prerequisite training completion:
- Tier 1 – Oct. 15 at 8:30 a.m. and Oct. 18 at 9 a.m.
- Tier 2 (individuals will be certified as both Tier 1 and 2 facilitators at the end of this training, if nominated as a Tier 2 trainer on their vetting application). Final courses are scheduled for Oct. 5 at 9 a.m. and Oct. 15 at 8:30 a.m.

Combined Federal Campaign 2023 – The Combined Federal Campaign is officially open and runs through Jan. 14. This year’s theme is GIVE HAPPY, because studies show that when you give happiness, you get happy, too. Cause of the Week – Food & Nutrition: So much of our overall health is based on food and nutrition. Across the nation and around the world, lack of access to healthy food results in malnutrition, heart disease, obesity, diabetes, and many other issues. Recent rising grocery costs have exacerbated these issues. CFC charities work to address food deserts, bridge the gaps in supply chains, ensure clean drinking water, provide nutritional counseling, teach effective farming techniques and enhance overall food security.
Here is just one example of how a CFC-participating charity provided food for a family in need:
A few years ago, Robert and his wife, Kimberly, became guardians for all six of their grandchildren. And then, right before the COVID-19 pandemic, Kimberly passed away.
Feeding six children three meals a day is a challenge no matter what. But the rising cost of groceries and school cafeterias closing for the summer left this family in a bad spot. Robert’s income from his job as a cook and maintenance worker at a senior care facility could not cover the cost of feeding his family.
Luckily, he found help through a CFC-participating charity’s summer meals program.
“Summer meals help because I never worry about them eating,” Robert said. “Not being hungry allows my kids to enjoy life.”
Here are a few more examples of how CFC donations can help:
• Deliver nutritious meals to homebound individuals.
• Plant neighborhood gardens so communities have fresh vegetables.
• Train farmers using sustainable agriculture practices.
Combined Federal Campaign golf outing – Oct. 6 – Twin Base Golf Course – This event will have a 9 a.m. shotgun start. The cost is $70 and includes green fee with a cart, beverages on the course, buffet lunch and prizes after the round. This is an awareness event for the Combined Federal Campaign. Several charities will be on hand. Nourish the Service: Empowering Families – Oct. 5 from 10 a.m. to 4 p.m. – Hope Hotel – Blue Star Families, Coalition to Salute America’s Heroes, United Way of Greater Dayton (Greene County), Fairborn Fish, Greene County Fish Food Pantry and Hope Hotel & Richard C. Holbrooke Conference Center will host Nourish the Service: Empowering Families 2023. Event organizers will give out 400 boxes of nonperishable food, 400 boxes of personal care items and 400 boxes of household items. Energy Action Month guest speaker events – Oct. 11 and 24 – Energy Management officials from the 88th Civil Engineer Group will host two free guest speaker events as a part of Energy Action Month. Every October, the Air Force highlights energy’s critical role in operations and mission continuity by encouraging its smart use and management for installations, ground vehicles and aircraft. This year theme, “Powering Possibility,” reflects the Air Force’s forward-looking approach to energy innovation and powering the future force:
Guest speaker Meg Maloney, Dayton sustainability manager – Oct. 11 at 9 and 11 a.m. – Wright-Patt Club, Fireside Room – Maloney will talk about the city of Dayton’s energy strategy geared toward helping reduce emissions and save money for residents and city facilities. This strategy includes energy procurement, energy-efficiency updates and exploration of renewable-energy options. In addition, she will discuss the process of starting a decarbonization strategy for the city, with a goal of zero emissions by 2050.
Meg Maloney bio: In her role as sustainability manager at the city of Dayton, Meg Maloney advocates for a more sustainable future for local residents and businesses through energy and environmental justice programs. She helped save over $14 million for residents and small businesses in 2022 and 2023 through energy programs. In addition, Maloney helped identify over $3.5 million in savings through utility-billing audits and curtailment for city of Dayton facilities last year. She is passionate about advocating for the redevelopment of disinvested communities and works to turn blighted sites into assets. Over the past two years, Maloney has been recognized for her sustainability work and was honored by the Dayton Business Journal as an Innovator under 25, Best Sustainability Staff Member in the state by the Ohio Mayor’s Alliance, and top Sustainability Leader for the Indiana, Kentucky and Ohio region.
Guest speaker from National Renewable Energy Laboratory – Oct. 24 at 9 and 11 a.m. – location TBD – The speaker will discuss installation energy-emerging topics. NREL is one of 17 Department of Energy laboratories and primarily focuses on sustainable transportation and renewable energy. It supports the Department of Defense through interagency agreements while also working directly with other federal agencies, countries and industry. Current projects include leading a Global Power Systems Transformation program and assisting nations around the world with resilient, modernized power solutions.
With more than 20 years supporting ground-vehicle electrification and decades of work toward new alternative-liquid fuels for aviation, NREL has made a strategic initiative to support the aerospace industry as a whole in its goals for increased efficiency, unlocking the potential benefits of alternative-power trains, and developing guidance to deploy energy systems in support of fixed and contingency operations. Lessons learned within DOD and the commercial sector can be leveraged for all. Without energy, DOD does not function – NREL assists in making sure it’s available when and where needed, safely and reliably.

DOD CIVILIAN RETIREE ID CARDS TERMINATED
Department of Defense civilian retiree ID cards are no longer valid. Effective immediately, new DOD civilian retiree ID cards and Employer Support of the Guard and Reserve field committee volunteer Uniformed Service Identification cards will no longer be issued. This is a result of memorandums signed Feb. 17 by the undersecretary of defense for Personnel and Readiness – www.dcpas.osd.mil/sites/default/files/UPR003010-22%20SIGNED%20CIVILIAN%20RETIREE%20CAC.pdf.
To facilitate installation access, DOD civilian retirees must present an acceptable credential, such as a Real ID Act-compliant driver’s license, and establish their fitness. The registration process is as follows:
1. Real ID registration: DOD civilian retirees who possess a Real ID Act-compliant driver’s license are required to register it at the Pass & ID Office (Visitor Control Center), 4185 Logistics Ave., Building 286. This will facilitate future installation visits and grant you access.
2. Establishing fitness: During the registration process, retirees will be required to establish their fitness, which includes providing a valid/current driver’s license or U.S. passport.
3. Enrollment with retirement SF-50: DOD civilian retirees in receipt of their retirement Standard Form-50, “Notification of Personnel Action,” may proceed with the Real ID registration process. Reveille and retreat – One of the military’s oldest and most-solemn traditions is to honor the American flag. Reveille is played every weekday on Wright-Patterson Air Force Base at 7:30 a.m. to signify start of the duty day. At 5 p.m., retreat is played – followed by the national anthem – as the duty day comes to an end. Next time you hear them, think before dashing to your vehicle or running back into the building. See the “Reveille, retreat and taps” attachment for proper actions to take and courtesies to render.
Big Brothers Big Sisters Miami Valley matches positive adult mentors (“Bigs”) with youth mentees (“Littles”) in Greene, Miami, Montgomery and Preble counties. Bigs and Littles meet 4-6 hours a month and participate in fun, safe activities while focusing on behavioral, social or academic goals. Big Brothers Big Sisters Miami Valley currently has more than 50 youth mentees on its waitlist, including five from military families.

Prohibited dietary supplements – Did you know that some dietary supplements on the market are prohibited for use by military and Defense Department members? Some ingredients in dietary supplements can cause a positive drug test, which no one wants. To ensure the supplements you’re taking are approved, visit www.opss.org/dod-prohibited-dietary-supplement-ingredients and search by the ingredients listed in the supplement. This is part of Operation Supplement Safety and only provides the banned ingredients; there is no list of banned supplements. Blue Streak Time Trial – 25 years of cycling: The Blue Streak Time Trial 10-mile loop course takes cyclists on a scenic route around WPAFB the second Tuesday each month from April through October. Registration for the season-ending Oct. 10 event is now open. All Blue Streak Time Trial events are open to the public.
