Presidential Executive Order 14251
On March 27, 2025, President Donald J. Trump issued executive order 14251 that excluded 40 agencies and subdivisions from coverage under the Federal Service Labor-Management Relations Statute and the Foreign Service Labor-Management Relations Statute (individually and collectively known as the FSLMRS), federal laws that recognize a right to engage in collective bargaining for most federal employees. EO 14251 was effective as of the date issued and the Agency is mandated to comply.
DoD components are impacted by EO 14251, with the following exceptions (relative to Air Force Materiel Command):

- Agency police officers, security guards, and/or firefighters.
- Federal wage system employees at Air Force Test Center, and Air Force Sustainment Center.
- A Federal Court Order recently restored Union Rights to the International Association of Machinists & Aerospace Workers (IAM&AW) Local 225.
For employees serviced by the Wright-Patterson Air Force Base (WPAFB) Civilian Personnel Office, and are impacted by EO 14251, all Labor-Management Relations (LMR) matters submitted by the Union to the WPAFB Labor and Employee Relations staff (i.e., bargaining obligations, grievances, etc.), will be held in abeyance. Union Representatives will be reminded of the Agency’s mandated compliance with the EO, upon submission of an LMR matter; LMR matters submitted by the Union will be held on file until litigation of EO 14251 is resolved.
Union Dues - Notice to AFGE-Covered Employees
Employees desiring to initiate authorization for dues withholding may obtain a Standard Form (SF) 1187 from any AFGE steward or official. The effective date will be the first full pay period after receipt of the SF 1187 by the Civilian Pay Section (CPS). Employees wishing to discontinue their dues withholding may obtain SF 1188s from the CPS or the Labor Relations Office. Discontinuance of dues withholding will be effective as follows:
- For an employee who began dues withholding allotments before 11 January 1979: Beginning the first full pay period following 1 September provided the SF 1188 is received by the CPS prior to 1 September.
- For an employee who started dues withholding on or after 11 January 1979, but before 10 August 2020: Beginning the first full pay period following the particular anniversary date (the anniversary date is the starting date of the first pay period for which dues were deducted from the employee’s pay).
- For an employee who started dues withholding on or after 10 August 2020, the
Agency should process the request as soon as administratively feasible, if at least one year has passed since the employee initially authorized union-dues assignment from the employee’s pay.

Publication of this Weingarten Rights notice is required by 5 USC 7114(a)(3). A labor union representative shall be given the opportunity to be present at any examination of a bargaining unit employee, conducted by a management official in connection with an investigation, if the employee: (1) reasonably believes the examination may result in disciplinary action against him or her; and (2) requests representation.
