AFICC CIVIL ENGINEERING COMMODITY COUNCIL
The Air Force Installation Contracting Center's (AFICC) Civil Engineering Commodity Council (CECC) provides cross-functional installation civil engineering strategic sourcing and acquisition solutions for the USAF in the Continental United States. It was chartered in 2010 to leverage the Air Force's buying power by reducing multiple, decentralized processes and contracting strategies that were increasing overall costs for the Air Force. The Civil Engineering Commodity Council is a cross-functional team composed of Civil Engineering, Program Management, Contracting, Small Business, Data and Financial Management professionals who work closely with the AF Civil Engineer Center (AFCEC) to identify, prioritize, and develop AF-wide installation opportunities for strategically sourcing civil engineering commodities and services. The CECC receives subject matter and advisory support from AFCEC, civil engineering representatives at the Air Force Major Commands, and numerous installations both CONUS and OCONUS. The CECC uses the Air Force Strategic Sourcing Model to develop strategic sourcing Operations and Maintenance acquisition solutions, resulting in efficiencies in the delivery of installation civil engineering goods and services to the warfighter.
Goals:
· Leverage Air Force buying power to reduce the total cost of ownership while maintaining quality in delivering installation civil engineering services to the warfighter
· Standardize civil engineering procurement requirements for commodities to drive operations and maintenance efficiencies
· Develop centralized contract vehicles to provide installations with contracting "toolkits" to facilitate (reduced time and cost) execution of civil engineering programs
· Exploit new technologies for e-procurement and reporting
Industry Impact:
The CECC conducts market research and market intelligence through open communication with industry. Requests for Information (RFIs) on initiatives to improve the Air Force's enterprise O&M program are published on the Federal Business Opportunities website. Strategic sourcing strategies may result in awards of fewer; however, larger (enterprise or regional) contracts for selected installation civil engineering commodities and services. The support of Air Force Small Business goals is always an element of the CECC's strategically sourced solutions.

AFICC AF FURNISHINGS COMMODITY COUNCIL
The Air Force Furnishings Commodity Council (AF FCC) has assembled this package to assist AFCEC, USACE, and NAVFAC in the implementation of the Air Force Furniture programs, specifically the Systems and Modular Furniture program, the Office Seating program, the Filing & Storage program, and the Executive Office and Conference Furniture program, for all Air Force projects which include furniture.
The following vendor information is provided to assist the General Contractor in the office furniture procurement process. It is our intent to provide the necessary guidance and instructions so that the program can be easily integrated into the MILCON processes and accessed by General Contractors. AFICC AF OFFICE SUPPLY COMMODITY COUNCIL
The Air Force Office Supply Commodity Council (AFOSCC) is part of the AF Installation Contracting Agency (AFICC) at WPAFB, Ohio. The AFOSCC is a cross functional team that utilizes strategic sourcing best practices to reduce the total cost of ownership for office supplies by negotiating lower rates, improving demand management capability, and improving processes. Currently, the Federal Strategic Sourcing Initiative (FSSI) for office supplies provides the best opportunity to achieve those objectives. This program will be continually reviewed to ensure that the chosen solution provides best value.
Goals:
· Reshape Air Force office supplies acquisition, generate savings from more efficient business processes, and leverage spend
· Deliver the best value to our customers by providing increased buying power, lower prices, and e-ordering capability, small business and green initiative support, and lower overhead and administrative costs
· Maximize the use of the FSSI Office Supplies Blanket Purchase Agreements and Ability One stores for office supplies purchases
Industry Impact:
The OSCC works with industry to implement contract vehicles that maximize cost and manpower efficiencies for the Air Force. AFICC regularly communicates with industry to obtain information and valuable market insight concerning technological changes and other market forces that impact the Office Supply marketplace.

AF FORCE PROTECTION COMMODITY COUNCIL
The Air Force Protection Commodity Council (FPCC) is a cross-functional team chartered to achieve rate, process and demand efficiencies in the procurement of force protection commodities, through the application of strategic sourcing concepts and processes. The AF Installation Contracting Agency (AFICC) provides dedicated program management, contracting, financial, small business, data analysis, legal support, and subject matter experts to the FPCC. Subject matter experts from Security Forces, other Air Force career fields and other Services also provide functional expertise to the FPCC on key force protection requirements and assist with new program implementations.
Goals:
· Create enterprise-wide force protection sourcing strategies to lower the total cost of ownership
· Generate savings from more efficient business processes
· Create and maintain strategic supplier relationships
· Minimize supply chain costs through integration/collaboration
· Reduce procurement processing times

AFICC KNOWLEDGE BASED SERVICES COMMODITY COUNCIL
The Knowledge Based Services Commodity Council is part of the AF Installation Contracting Agency (AFICC) at WPAFB, Ohio. The scope of the KBSCC is in line with the Department of Defense (DOD) Defense Procurement Acquisition Policy (DPAP) Knowledge Based Services taxonomy, and includes the following services:

· Administrative & Other Services
· Professional Services
· Education & Training
The services acquired in these areas are commonly known as Advisory and Assistance Services (A&AS) within the government. It is important to note that A&AS is a general term and A&AS in acquired in a number of other DPAP portfolios groups (e.g. Research and Development, Logistics Management Services, etc.). The KBSCC team is comprised of industry and Air Force experts in strategic sourcing, program management, contracting and process improvement.
KBSCC Goals:
· Deliver the best value to our customers by providing increased buying power, lower total cost of ownership, and increased small business support
· Supporting Better Buying Power (BBP) initiatives, such as the development of standardized Performance Work Statements (PWS)
