Dr. Vincent Russo, retired member of the Senior Executive Service, was the speaker at the Air Force Institute of Technology’s Graduate School of Engineering and Management commencement ceremony Sept. 15. Prior to retirement, Russo served as the executive director of the Aeronautical Systems Center.
