Members of the Afghan National Police here prepare for an interview with Voice of America reporters in July 2007. A new reform effort is underway by the Combined Transition Command Afghanistan in Kabul to make the national police force more effective and less corrupt. A five- to seven-year program known as Focused District Development, or FDD, is designed to transform the ANP into an independent, well-trained, ethnically-balanced, respectable and sustainable Afghan national security force.
