Wright-Patt hosts Enhanced Use Lease Industry Day

About a dozen developers joined Air Force officials here June 18 to learn about several candidate parcels of underutilized Wright-Patterson AFB property being offered by the Air Force for potential development.

The discussions followed an earlier event held in February where six parcels were unveiled for candidate development by private or public entities under the Enhanced Use Lease (EUL) program. EUL is a lease of "non-excess" government property in exchange for fair market value rental payments and/or in-kind consideration.

During the Enhanced Use Industry Day a new 79-acre parcel, called Loop Road West (Parcel 7), located near Wright-Patterson's Gate 1B, was identified for candidate development. Of the more than 8,145 acres of base property, officials are offering approximately 182 acres, primarily located along the outer perimeter, for candidate development.

Martin Briseno, with the Air Force Civil Engineer Center at Joint Base San Antonio-Lackland in San Antonio, Texas, briefed participants on the EUL program before they boarded a bus and toured each parcel. Potential offerors also had the opportunity to meet one-on-one with Air Force civil engineers to discuss their development concepts.

"Enhanced Use Lease presents a fantastic opportunity to develop installation property in creative ways that will benefit businesses, our neighbors and the Air Force," said Col. Cassie Barlow, 88th Air Base Wing commander. "Our civil engineers have worked to better define and make available new lease opportunities which we hope businesses will find attractive."

Mr. Briseno added the development possibilities are numerous, ranging from commercial retail space to energy projects. The Air Force will evaluate submitted development proposals on their own merit and potential return on investment to the Air Force.

The Air Force Civil Engineer Center oversees execution of leases under EUL and according to Briseno, AFCEC currently manages nearly 35 projects across the Air Force.

Mr. Briseno indicated developer feedback from the industry day will help inform the final statement of need and solicitation. The current timeline is for AFCEC to publish a final Request for Qualifications in early July to enable source selection decisions before the end of 2014. In lieu of a contract, a lease is executed with one or more parties. Duration of the leases are up to 50 years.
