AFIT’s Civil Engineer School Provides Support to INDOPACOM Theaters

The Air Force Institute of Technology’s Civil Engineer School recently visited Andersen Air Force Base on the island of Guam to teach an on-site offering of WENG 400, Life-Cycle Cost Estimating.

WENG 400 is a mathematically intensive course that requires students to demonstrate accurate estimating skills to become an authorized Air Force civil engineer construction cost estimator. The objectives of the course are to teach life-cycle cost analyses for cost-effective decision-making and accurate construction cost estimating methods to plan, program and execute Air Force programs within deadlines and budget requirements.

The course is a response to congressional calls for improved estimating accuracy to ensure construction programs meet mission priorities and are executed on time and within budget. Additionally, WENG 400 fulfills presidential and departmental mandates to make capital investment decisions considering full life-cycle cost analyses.

AFIT CE offers on-site instruction in construction cost estimating within the Pacific Air Forces and U.S. Air Forces in Europe theaters to support three priorities: target in-person instruction to students operating in environments where English is a second language, provide support to theater development programs, and create a theater-wide network of estimators and construction program managers that can provide mutual support across Air Force bases in other countries.

Teaching WENG 400 on-site in Guam allowed AFIT CE to provide support to the Indo-Pacific Command theaterwide construction and Guam Typhoon Recovery programs. The completion of this course offering successfully graduated and authorized 20 students as new construction cost estimators, which included nine Korean-speaking students.
