WPAFB begins fence construction for enhanced use lease development

Fence construction has began in Area B near the Air Force Institute of Technology, National Road, and Air Force Research Laboratory Facility 620. This work marks the start of the Enhanced Use Lease Development project.

The 88th Air Base Wing Strategic Initiatives Office continues to coordinate with the Air Force’s real estate program to facilitate the EUL, which is becoming a key tool for the Department of Defense. EULs help the military acquire, develop, or upgrade land and facilities while addressing mission needs. This real estate transaction will allow the 88 ABW to manage underutilized space and gain valuable area as in-kind consideration under 10 USC § 2667.

EULs also offer significant benefits to the private sector. Developers can earn market-rate returns on construction, operation, maintenance, and property management. These agreements foster long-term public-private partnerships that support both economic development and mission readiness.

In partnership with the Air Force Civil Engineer Center, the Wright-Patterson AFB EUL Site Development Lease was officially signed in December 2024. Two parcels, Hilltop and Gerlaugh Farms, totaling 43.5 acres, were leased to Synergy, which will develop eight commercial facilities over the next 10 years. Initial site preparation has already begun.

As part of the project, a new boundary fence will be constructed on the Hilltop parcel near the AFIT parking lot and National Road Gate 19B. Eventually, the fence along National Road will be removed, allowing public access to the site.

This development is part of Wright-Patterson’s strategy to optimize land use, support the mission, and strengthen public-private partnerships.
