Non-bargaining unit employees fall under NSPS Jan. 21

Approximately 2,600 base supervisors, engineers, auditors, attorneys, medical and personnel specialists, who are non-bargaining unit civilian employees, will go under the NSPS on Jan. 21, according to the National Security Personnel System manager at Wright-Patterson.

"NSPS is designed to allow managers the flexibility to pay for performance," Ted Singer said. "Pay increases will be granted based on performance rather than an employees longevity.

"Under the current system, employees receive their performance appraisals, but at times with little feedback. Under NSPS, it is essential for employees to give and receive feedback in regards to their individual performance. Performance must be linked to mission goals, and employees must have a clear understanding of their responsibilities towards the accomplishment of that mission."

The process encourages communication between supervisors and employees, according to Mr. Singer who added that "employees should keep track of their accomplishments in order to complete self-assessments."

"During the entire implementation process, NSPS representatives offered information through briefings at commander's calls, attended professional conferences and wrote numerous articles for publication in the Skywrighter, he said.

"In the past year, supervisors and employees were also charged with completing an enormous amount of training. The purpose was to educate employees on all aspects of NSPS to help alleviate any fears they might have."

The analysis of before and after training tests offered in each session indicate that employees have gained a clearer understanding of NSPS, according to Mr. Singer.
"Hopefully with all that has been offered and made available, the majority of employees are comfortable with the new system," Mr. Singer said.

"Wright-Patterson employees have historically met challenges and changes head on, and although it may take time to get in rhythm with the new system, it will work well."
