Air Force Office of Scientific Research Awards Top-Performers for Second Quarter Published Jan. 15, 2008 By Maria Callier AFOSR (Quantech) Arlington, Va. -- The Air Force Office of Scientific Research honored 12 individuals recently with quarterly and individual awards during the spring AFOSR Day Director's Call. The AFRL Mobilization Assistant to the Director Colonel Catherine Chilton presented the Bronze Star to Lt. Col. Joseph Fraundorfer for exceptionally meritorious service to the United States as Deputy Chief, Public Works and Water Sector, Gulf Region Division, United States Army Corps of Engineers, Multi-National Force-Baghdad, Iraq, from May 17, 2006 to January 27, 2007. He worked alongside Air Force, civilian and Iraqi civil engineers in a construction crew whose work has led to positive changes in the lives of the Iraqis. In addition to potable water projects, Fraundorfer and his team worked on improving dams and irrigation capabilities to boost the country's agricultural output as well. A short promotion ceremony was held for Trish Voss, Director of Contracting, as she assumed the grade of GS-15. AFOSR Director Dr. Brendan Godfrey administered the oath of office to the new GS-15. Master Sergeant Brian Norton earned the Non-Commissioned Officer of the Quarter award. As Security, Safety, OPSEC, and Deputy, Internal Affairs for EOARD, he re-wrote the OPSEC and Security operating instructions and coordinated them with the U.S. Air Force's Office of Special Investigations and Security Forces in England. The Company Grade Officer of the Quarter was presented to Capt. Joshua Falk. Falk meticulously managed the annual ethics training for more than 100 AFOSR personnel in Arlington, Virginia and abroad, and he did so with 100 percent compliance. He also reviewed more than $5 million worth of contracts and grants. The Field Grade Officer, Maj. James Hunter was selected because of the expert technical and policy advice he provided on international cooperation matters to the U.S. Air Force research and development community. He worked with the State Department to leverage foreign expertise for improved air-to-ground strike force capabilities, and he re-modeled the international training program that now includes the Air Force Research Laboratory and the United States Air Force Academy. The Civilian Administrator of the Quarter went to Zaida Perez in recognition of her superb support of the Mathematics, Information and Life Sciences Directorate. She consistently went above and beyond what was expected to bridge any gaps in operational support during many substantial changes. Jennifer Bell received the Civilian Professional of the Quarter award. Her strongest attribute is her ability to deliver a consistently high number of grant and contract awards with superior quality, handling 140 actions valued at over $36.4 million this year. In the current quarter, she awarded 37 actions which is 33 percent of the total number of actions for the year. Sixty-one percent were awarded within 30 days and 30 of those were within a week. Danielle Lindsey and Joseph Truncale were awarded Team of the Quarter for their Defense Travel Service/Government Travel Card training of AFOSR personnel. Over the past three months Lindsey and Truncale have provided exceptional customer service to all personnel using the government travel card and the defense travel system. The team has also conducted multiple audits of GTCs and travel orders, provided web-based training to newcomers, transferred accounts to and from Air Force bases worldwide and resolved critical issues while personnel were en route to their destinations. The Director's Award was presented to Sally Brown. Brown performed miraculously as both the lead administrator for the Policy & Integration Directorate as well as the Lead Administrator for the front office. Throughout the past Quarter, she continued to process time and accounting sheets for 24 government personnel. In addition, she played a critical role in keeping the PI directorate on track through her spearheading of the suspense list. Her constant attention to detail ensured that no taskings went unanswered. The Combined Federal Campaign Award of Honor was presented to Captain Sidney Loney and Lt. Colonel Rhett Jefferies for exemplary leadership in the Combined Federal Campaign of the National Capital Area. The criterion for the Honor Award is 60 percent participation or $175 per capita. This translated to $25,310 or 115.0 percent of goal for AFOSR. Civilian service awards for 20 dedicated years of service were presented to Dr.Godfrey and Joseph Truncale. As Director of AFOSR, Godfrey manages the entire basic research investment for the U.S. Air Force. Truncale is a budget and accounting approving official for funding documents. He's also an administrator for the defense travel system and government travel card.
