On Wednesday, 17 April 2013, the Enterprise Sourcing Group (ESG) hosted a Pre-Proposal Conference at Wright-Patterson Air Force Base. As part of its planned $325M acquisition of roof replacement and repair for active duty Air Force facilities across the Contiguous U.S. (CONUS), the ESG invited prospective offerors to learn about projected roofing needs, planned future contracts, and the proposal requirements to win those contracts.

The Pre-Proposal Conference was attended by over 70 large and small companies representing specialty roofing contractors, general construction contractors, roofing material manufacturers, and service providers from across the United States. Additionally, 40 companies participated in the live event via the Internet using Defense Connect Online (DCO), the DoD's secure web conferencing service. Discussion topics for the Pre-Proposal Conference included:

· Strategic Sourcing 101
· Small Business Participation
· Air Force Roofing Acquisition Scope
· Air Force Roofing Acquisition Overview
· Review of the Draft Request For Proposal

The Air Force Roof Replacement & Repair Pre-Proposal Conference was lauded by attendees as one of the most professionally-run of any Government conference of its type. Proceedings from the event, including all questions & answers and full participant listing are posted to the Federal Business Opportunities (FBO) website at: www.fbo.gov/notices/ed43fb28782e2996fbc5c6cbd088bc0d.

The ESG is currently incorporating feedback received from industry and expects to release the Final Request For Proposal (RFP) in mid-June 2013. The Final RFP will be posted to FBO, the 'single point of entry' for all Federal government business opportunities. All interested parties should monitor FBO for future notices, solicitations, or related updates.
