Colonel Dale B. Skinner serves as Director of Staff, Air Force Installation Contracting Center, Air Force Installation and Mission Support Center, Air Force Materiel Command, Wright-Patterson Air Force Base, Ohio. He leads a staff supporting 820 operational acquisition professionals with a total contract portfolio of $55 billion and $9.5 billion in annual obligations in mission and installation requirements. He oversees a team of 87 officers, enlisted and DoD civilian personnel that coordinate workflow, policies, procedures, resources, and directives for AFICC. His staff support extends worldwide, across nine major commands, 82 units and the United States Air Force Academy. Prior to this assignment, he was the Commander, Defense Contract Management Agency--Middle East. He was responsible for lifecycle contract management for the Department of Defense and oversaw Foreign Military Sales for weapon system programs and services across the Middle East and Africa.
Colonel Skinner received his commission from the AFROTC Program, University of Missouri in 1996. He has commanded a joint unit at the group level as well as installation contracting squadrons in Alaska and South Carolina. He has served in a variety of positions in the contracting career field at Squadron, Wing, MAJCOM and Air Staff Level. In addition he served as Chief, Execution branch for the SecAF/CSAF Executive Action Group, Pentagon, Washington D.C. and has deployed to Egypt, Iraq and Afghanistan and Saudi Arabia.
