AFMETCAL - Organizations



AFMETCAL - ENGINEERING
Serves as the technical authority for the AFMETCAL Program. Performs metrology engineering in support of the Group, PMELs and Air Force equipment users. Reviews technical characteristics of test, measurement, and diagnostic equipment (TMDE) and determines calibration responsibility. Provides metrology technical and engineering services to operating commands and AFMC centers and laboratories to resolve metrology problems and to develop or improve calibration techniques. Serves as the technical content manager for Air Force calibration procedures. Identifies the need for and prepares acquisition specifications for AFPSL and PMEL calibration standards to ensure calibration standards are available to meet AFPSL and PMEL requirements and ensure measurement traceability. Participates with Army, Navy and NIST personnel in the Calibration Coordination Group to pursue the development of new measurement standards and techniques needed to ensure compliance with Air Force mission requirements.  

 

AFMETCAL - Electronics Branch  
For electronics related technologies reviews technical characteristics of TMDE and determines calibration responsibility. Provides electronics related engineering services and serves as the technical content manager for Air Force electronics calibration procedures. Prepares acquisition specifications for electronics related AFPSL and PMEL calibration standards. Participates in the Calibration Coordination Group to pursue the development of new electronics related measurement standards and techniques.  

AFMETCAL - Mechanical Branch 
For mechanical related technologies reviews technical characteristics of TMDE and determines calibration responsibility. Provides mechanical engineering services and serves as the technical content manager for Air Force mechanical calibration procedures. Prepares acquisition specifications for mechanical related AFPSL and PMEL calibration standards. Participates in the Calibration Coordination Group to pursue the development of new mechanical related measurement standards and techniques. 

AFMETCAL - Missile Defense  
Budgets for, manages, and directs Metrology R&D program to ensure adequate measurement support and national standards are available to support Missile Defense Agency requirements. Budgets for and manages AFMETCAL R & D requirements to develop adequate national and Air Force calibration standards.

AFMETCAL - Technology Applications Branch
The Technical Applications branch serves as the Air Force focal point for performing technical analyses, management and measurement reviews of Air Force weapons systems and subsystems to ensure they can be supported by the AFMETCAL program. Serves as the Group focal point/interface for Air Force Single Managers. Develops support concepts and provides calibration equipment to support Automatic Test Equipment (ATE) and Systems (ATS) and on-site calibration requirements in coordination with ATS Product Group Managers (PGMs), System Program Directors (SPDs) and affected MAJCOMs.

AFMETCAL - Computer Branch
Performs metrology engineering in support of automatic test equipment and automated calibration procedures. Develops and maintains applications to facilitate efficient collection, storage, retrieval and transfer of data and information both within the Group and with external customers. Develops and maintains automated calibration software. Chairs PAMS Configuration Control Board and interfaces with the PAMS Program Office. Collects and analyzes PMEL workload data from automated information systems including PAMS, FEM, and LABMET.

AFMETCAL - Laboratory Evaluation
Performs evaluations and certifies the technical and operational competence of all US Air Force PMELs; and when requested, evaluates allied countries, national, and DoD contractors' metrology programs.

 AFMETCAL - Contracting
Responsible for the acquisition of all measuring equipment for the AFPSL and PMELs in the field. Maintains oversight of the GPC program and acquires day to day supplies and services for the Group. Serves as primary contracting officer for the AFPSL.

AFMETCAL - Financial / Logistics Management
 
Provides resource management for AFMETCAL which includes staffing, manpower, financial, strategic planning and analysis and sustainment of organizational communications. Manages military and civilian personnel and serves as liaison to Wright Patterson AFB. Manages financial resources to include operations and maintenance and central procurement budgeting, cost analysis, resource advisor duties, civilian payroll, liaison with DFAS-Dayton, and day-to-day accounting functions. Develops policy, long-range concepts, and operational plans for the AFMETCAL Program.



AFMETCAL - Plans & Analysis Section 

Responsible for providing financial services to the Group, to include operations and maintenance and central procurement budgeting, cost analysis, resource advisor duties, civilian payroll data input and customer service representation, liaison with DFAS-Dayton, and day to day accounting functions. Develops policy, long-range concepts, and operational plans for the AFMETCAL Program. Responsible for analysis of PMEL workload data. Analyzes the AFMETCAL Program to assess its effectiveness and initiates corrective action when necessary. Manages and develops base, interservice and interdepartmental support agreements. Responsible for quality and foreign disclosure duties for the Group. Serves as the Group expert and liaison concerning PMEL facility requirements.

AFMETCAL - Resources Section 
Provides personnel liaison services for the Group in full range of military and civilian personnel areas. Provides customer service functions between the Group and servicing military/civilian personnel offices and education/training flights. Ensures development and execution of the Group employment plan and training plan. Assists in development and implementation of policy and management control of the Group's personnel resources. Serves as the Group Security Manager. Responsible for administration services, manpower, protocol, safety and public affairs for the Group. 

           


             
 

                       
AFMETCAL - CAL & T.O. Management Section 
Performs management of AFPSL and Calibration TO operations. Serves as Contracting Officer Technical Authority in monitoring AFPSL and TO Development contractor performance to ensure Air Force requirements are satisfied. Liaisons between contractor and AFMETCAL on technical matters. Manages AFMETCAL centrally funded calibrations performed by Army, Navy, or other providers. Performs TO Management functions for over 9000 Technical Orders.

AFMETCAL - International Metrology Applications Section
Functions as the Air Force focal point for development of metrology concepts, plans and programs for countries participating in the Security Assistance Program. Manages calibration equipment acquisition and coordinates the calibration, repair and return of FMS lab standards and TMDE for FMS cases. Identities training and facility requirements for Foreign Military Sales (FMS) case calibration laboratories.
