Dr. Mary Haley is the Director of Small Business, Air Force Life Cycle Management Center,  Wright-Patterson Air Force Base, Ohio. The organization is responsible for overseeing reviews of $31.3 billion in center procurements and maximizing small business opportunities across AFLCMC.  The center supports the acquisitions of ten AFLCMC Program Executive Officers and twelve Functional Directorates, with Small Business Offices across six operating locations.  

Dr. Haley began her career with the Department of Defense in 1993 at Kadena Air Force Base, Okinawa, Japan, working in the Mission Support Squadron.  By 1999, she had worked for all services across several worldwide locations within Mission Support.  In 2003, she started her career in Acquisitions as a Program Manager at Wright-Patterson AFB, followed by an assignment with Air Force Space Command, performing duties at both Schriever AFB and Peterson AFB.  She was the lead PM of 60-person, expert-level IPT providing project management, process guidance and risk mitigation expertise in fielding hardware/software for the $32 billion+ GPS OCS Program.  In 2009, she was selected to be Air Force Materiel Command's lead for $80 million Special Programs (SP) –Acquisitions Office.  She then moved to accept a position in AFMC’s Program Management Functional Office, responsible for workforce development of 3,000+ APDP-coded program managers and member of 33-person team managing AFMC’s $1.3 billion acquisition support portfolio.  In 2012, she was hand-selected to be the Deputy Program Manager for largest USAF SCAT 1 (ACAT 1 equivalent) $5 billion Engineering, Professional, and Administrative Support Services (EPASS) Program Management Office (PMO).
