Mr. Greg Leingang is the Vice Director, 88th Air Base Wing, Air Force Life Cycle Management Center, Air Force Material Command, Wright-Patterson Air Force Base, Ohio.  He is responsible for assisting in managing a Wing comprised of more than 5,000 Air Force active-duty, civilian, and contractor employees.  The 88th ABW is responsible for three primary missions: operating the installation; training and deploying expeditionary Airmen in support of joint operations; and defending the base and its people.  The base is home to approximately 30,000 employees and is the largest single site employer in the state of Ohio with a $4 billion annual economic impact.

Mr. Leingang began his civil service career in 1997 as an Air Force Palace Acquire Intern assigned to the 89th Comptroller Squadron, Andrews AFB, MD.  During this first assignment, he managed a revolving fund for the White House Military Office, he served as the budget analyst for the 89th Support Group, and he completed numerous Economic Analyses supporting base operations and Military Construction.  In 2000, after completing the Basic Financial Management Officer’s Course with Distinguished Graduate honors and after completing his Palace Acquire Internship, Greg was promoted to a GS-12 cost analyst position in the 88th Comptroller Squadron, Wright-Patterson AFB OH, where he served as an evaluator in the Wright-Patterson Military Family Housing Privatization source selection.  In this assignment, Greg also supported the 88th ABW by completing multiple Military Construction Economic Analyses.  After September 11, 2001, Greg transferred into his first acquisition assignment as a financial manager in the Global Hawk Systems Program Office, Wright-Patterson AFB, OH.  In 2002, Greg was promoted to Technical Lead, Cost Analysis, in the Air Mobility Systems Directorate at Wright-Patterson, AFB OH.  Then, from 2003-2006, Greg was the Chief of Financial Management for the C-5 AMP and C-5 RERP programs.  In 2006, Greg was re-assigned to the Tanker Systems Modernization Systems Squadron, as the Chief Financial Officer of the KC-X, the KC-10 AMP, and the Joint Cargo Aircraft programs.  Greg was promoted to GS-15 in 2008, and served as a Factor Chief in the KC-X source selection, where he contributed to the successful award of the KC-46 contract, and then served dual-hatted as the KC-46 Chief Financial Officer and the Program Control IPT lead. In February 2012, Greg became the first Fighters/Bombers Directorate CFO under the newly established Air Force Life Cycle Management Center (AFLCMC), where he executed a $98 billion dollar acquisition financial portfolio.  Prior to assuming his current position, Mr. Leingang was the Chief of Resource Management, AFLCMC/FZH, where he was responsible for recruiting, hiring, training, personnel actions, and workforce development of the 1,600-person AFLCMC/FM organization across 9 geographic locations.
