Maintains a 24 hour a day DoD Police Force for all facilities at Rome NY and three (3) remote research sites in upstate New York. Manages the access control system and monitors all alarmed facilities (fire and security) at Rome Research Site. Provides input to the Director concerning security matters affecting facilities. Serves as liaison on Law Enforcement/Security issues with Federal, State, and Local Law Enforcement agencies. Provides oversight for all aspects of the laboratory's Information, Industrial, Personnel, OPSEC, Military Deception, Technology and Force Protection Security programs for AFMC (and some associate) organization on Rome Research Site. Authorized requester for all Air Force personnel security clearances at Rome Research Site, IAW AFI 31-501 and support the 313 Recruiting Squadron processing clearance actions throughout New York State. Provides security oversight and assistance for all long term visitor classified contractor activities and functions as AF Liaison for classified contractor cleared facilities not under our oversight program. Responsibilities include: proper classification guidance for controlling, generating, marking, reproducing, transmission, and storage of classified information. Reviews DD Forms 254, DoD Contract Security Classification Specification; Statements of Work (SOW)/Performance Work Statements (PWS); Contracts; Task Directives; and Security Classification Guides (SCG) to identify level and kind of security work required. Ensures security is considered I nearly stages of procurement planning and all security requirements are addressed. Resolves security issues with contractors under our oversight. Initiates and updates Contractor Visitor Group Security Agreements and conducts security staff assistance visits of visitor groups at required intervals to assess the effectiveness of their program. Furnishes guidance to contractors, contracting officers, program managers, and security managers, on the application of industrial security requirements. Examples of contract maintenance or service include warranty repairs, yearly renewable requirements such as software licenses, as well as hardware and software maintenance and support. Also included in the contract maintenance/services program are one-time-type services: rentals, conference fees, preventive maintenance inspections, and one-time break-fix actions for equipment/ADPE.
