Research Grants

SOARD's Research Grant Program acts as seed money to initiate collaborations between scientists from Latin America and the Air Force Research Laboratory.  Initial grants are typically on the order of US$25,000 to US$35,000 per year from 1 to 3 years. Projects are selected based on specific interests as outlined in the Broad Agency Announcement (BAA). There are usually more qualified projects than funds available to pay, therefore the program favors those projects most likely to be of interest to AFOSR program managers or Air Force Research Laboratory (AFRL) scientists.

The purpose of this website is to provide AFRL scientists, and interested scientists from Latin America, with all the necessary information to take full advantage of this program. The site covers the following topics:

Research Grants - Procedure for Submitting Proposals

Step 1: Determine level of interest by AFRL/AFOSR.

The AFOSR Broad Agency Announcement (BAA) provides a description of basic research areas of interest to AFRL. The typical initial level of support is US$25,000 to US$35,000 per year from one to three years.

Step 2: Submit White Paper

The White paper proposal should follow the below format:
  • Your full contact information and position at your institution. Include mailing address, email, phone and fax numbers.
  • Proposal title
  • Specify AFOSR's BAA topic you wish to address and the name of the corresponding Program Manager (located at the bottom of each research topic).
  • A brief project description including problem statement and technical relevance.
  • The scientific objectives in engaging in the proposed research.
  • What approaches will be taken to solve the stated problem
  • What resources, human and physical, are available.
  • An approximate estimate of the cost of doing the research including but no limited to:
    • Overhead
    • Materials
    • Equipment
    • Salaries
  • Financial institution and point of contact to whom the check will be issued. Include a Fed-X delivery address, email, phone, fax numbers.
This white-paper should be no longer than two to three pages. Please also attach a brief résumé of the proposer and any other scientific personnel who will be involved in this project. The SOARD Program Manager will consult with the corresponding AFOSR technical manager to assess the technical merits of the proposal. The program manager may also discuss with you ideas to refine your proposed project to better match AFOSR interests. 

Step 3: Submit Proposal and Forms

If selected the SOARD Program Manager will require you to submit three items:
  • An official proposal (e.g., an updated white paper).
  • A Cover Letter signed by your business office
  • Budget Sheet for each year of proposal signed by your business office

Notes on the forms:
  • Cover page:
    • If you have an EIN or TIN number, please include it in the form, otherwise you can leave it blank.
    • If you have the DUNS, please include it otherwise you can leave it blank.
    • For Proposal Valid Unit please put down 12 months.
    • For AFOSR Organization check "Other" and write SOARD.
    • PI/PD stands for Principal Investigator. You can write your contact information or whoever the contact is for the project.
  • Budget Form:
Step 4: Do research!

These grants allow you to retain ownership rights and seek patents for any work that you do. However, the US government retains user rights and cannot be charged for the use of any inventions that are derived from the research that is done. 

Step 5: Submit ANNUAL/FINAL deliverables
  • Annual deliverables:

  • Final progress report:
    • Use Form 298 (Cover page for final report)

    • Summarize what you have accomplished (include any reports/publications written) and what (if any) follow-on actions you might have.
    • Financial forms (SF 425)
    • Invention Report (SF 882)
