Provides plans, investment and programs support to all elements of the Propulsion Directorate in the accomplishment of the Directorate's mission. Oversees special programs, prepares briefings and documentation, and provides guidance. Manages, coordinates, integrates and directs support functions, as described in the PRO branch mission statements, at the Directorate's WPAFB and EAFB sites. Serves as a corporate interface with other organizations and the general public. Supports the director and the technology divisions in the areas of R&D strategy, business development and program/process implementation.

Provides business services to the Propulsion Directorate, as well as information to remote sites and higher headquarters. Services include financial planning; human resources; SBIR management; R&D contract liaison to Wright Patterson AFB procurement; all aspects of security; files, records and publications management; management information systems, including ASTARS, JOCAS and ABSS; and other administrative support.

Provides project management, engineering, information technology and other technical services for the planning, acquisition, operation, and maintenance of R&D equipment and systems at the WPAFB site. Provides R&D equipment design and fabrication, installation, maintenance and operation services, and quality control. Provides in-house and contractual support for on-site R&D programs. Responsible for design, engineering, installation, maintenance and operation of personal computing systems, servers, networks, data acquisition and control systems. Manages and maintains the Directorate's R&D computer-aided engineering and design system. Develops and maintains as-built drawing files for R&D equipment, systems, and facilities. Consults on contractual R&D applications, design criteria, hardware/software specifications, and system configurations. Plans, coordinates, and manages construction and installation of R&D facilities and equipment. Directs and manages the Directorate's WPAFB site precision measuring equipment center, provides R&D instrumentation support and services and manages the equipment management program. Provides oversight of laboratory R&D and ADPE equipment accountability. Provides overall management, engineering and operation of the Component Research Air Facility, R&D fuels farms, and Propeller and Helicopter Rotor Test Facilities. Supports the WPAFB site by providing management of and services for the full spectrum of environmental, safety and health programs.

Supports the Edwards site through services and oversight in the areas of safety, health, environmental quality, and LMCA management. Administers all aspects of the site's Air Force Ground and Explosive Safety Program. Administers the test safety review process and system safety program through review of all in-house programs and contracts for system safety requirements. Reviews facility and system design drawings, issues/maintains test permits, and monitors test operations. Provides ESOH training to site personnel. Administers the site's Environmental Protection Program. Responsible for environmental compliance and oversight in areas of hazardous materials and waste management, pollution prevention, environmental permitting, environmental impact analysis, and hazardous spill response. Administers the Bioenvironmental engineering and Occupational Health program. Provides environmental sampling and monitoring for experimental operations and test. Monitors the laser radiation protection program and conducts occupational health inspections and surveys. Reviews and approves the purchase of PPE, provides training in PPE use and applicability. Provides paramedic emergency first aid and ambulance transport for all site employees. Manages the site operations communications center for coordinating research and test activities, and coordinates requirements and emergency activities with base agencies and site personnel.

Plans, designs, implements, and maintains a reliable and technologically up-to-date information processing infrastructure. Responsible for design, engineering, installation, maintenance and operation of personal computing systems, servers, networks, data acquisition and control systems. Provides technical staff services in the area of military and civilian administrative support, security, public affairs, foreign disclosure, training, manpower and personnel.

Provides staff support to Directorate management and divisions in all areas of investment strategy and technology management. Monitors and provides guidance on special interest activities arranges presentations and prepares documentation on special emphasis efforts. Keeps other organizations aware of current and future Directorate activities through reports, briefings, tours and displays. Provides centralized oversight and management of Directorate technology transfer and transition programs and opportunities. Performs marketing and public affairs activities. Serves as corporate interface with other organizations and the general public.
