AFRL/RIK - Contracting Division

Mission Statement
Supports the Information Directorate in three primary ways: It negotiates, awards and administers (1) contracts for research, development and systems; (2) assistance instruments to support and stimulate research for the public good; and (3) purchase orders, contracts and other acquisition instruments for operational support in the form of supplies, services and construction. Supports Sensors Directorate personnel at the Rome Research Site as necessary.

AFRL/RIKA - Acquisition Management Branch

Mission Statement
Manages and maintains the RIK PC System network. This includes: monitoring, testing and troubleshooting; installing software upgrades and patches; installing hardware upgrades; managing all RIK Contract Writing System user accounts; acting as help desk for minor contract writing system problems. Division focal for all RI and AFMC automated management systems and provides quality control for contracting inputs into the system database. Responsible for coordinating and implementing all higher headquarters electronic commerce and paper-free contracting initiatives at RI. Administers all RIK web-based procurement applications/systems, including maintenance of the RIK web home page. Performs management analysis, generates management reports to assist the Division and higher headquarters in the control of the contracting function. Provides cross-functional acquisition experts to facilitate the preparation and processing of procurable packages, Statements of Work (SOW) and Contract Data Requirements Lists (CDRLs). Finalizes all SOWs and CDRLs. Provides assistance to RI personnel in development of Broad Agency Announcements (BAAs). Coordinates the Small Business Innovative Research (SBIR) program/efforts within the Contracting Division. Administers programs for safety and telephone control. Administers oversight of office supplies and equipment. Is the point of contact for the Contractor Performance Assessment Reporting System (CPARS), the Quality Assurance Program.

AFRL/RIKC - Acquisistion Policy Branch

Mission Statement
Controls, initiates, develops and implements Rome Research Site contracting and assistance policies and procedures. Provides staff support to designated clearance authorities of contractual and assistance instruments and supporting files to determine compliance, completeness and thoroughness of the action. Challenges barriers to and promotes full and open competition. Recommends approval, disapproval or revision for all contracting documents requiring Division level approval and higher. Provides advice, counsel and services in support of reasonable pricing of contract actions, including evaluation of cost or pricing data. Acts as the MIPR control office for assigned programs. Directs and controls the finance and payment of Rome Research Site contracts. Processes approvals and delivery orders pursuant to the Economy Act.

AFRL/RIKD - Information Grid and Systems Contracting Branch

Mission Statement
The R&D Contracts Branch reviews adequacy of assigned purchase request packages for contract action. Assists engineering personnel in finalizing Statements of Work, specification and data requirements. Publishes "Notices of Contract Action," and/or "Notice of Award" in the FEDBIZOPPS as required by regulation. Selects sources for solicitation and prepares Request for Proposals (RFPs), receives and evaluates proposals, negotiates, request final proposal revisions or makes awards without discussion if possible, performs source selection and awards appropriate contractual instruments. Negotiates and awards contracts resulting from Broad Agency Announcements (BAAs), the Small Business Innovation Research (SBIR) national solicitation, and the Small Business Minority 8A Program. Conducts Contract and Business Clearance Approval for all contractual actions within the approved thresholds. Distributes all contractual documents. Performs contract management of all contracts issued. Terminates assigned contracts as required. Performs final contract closeout and all contract retirement functions. Inputs appropriate acquisition data into the AFMC automated management system database.

AFRL/RIKO - Specialized Acquisition & Operational Contracting Branch

Mission Statement
To perform all preaward and postaward functions involving complex contracts and assistance instruments. Selects sources for solicitation and prepares Request for Proposals (RFPs), as appropriate. Receives and evaluates proposals via the source selection process and negotiates, requests Best and Final Offers or makes awards without discussion if possible, performs complex source selections and awards appropriate contractual instruments to include multiple award contracts. Negotiates and awards contracts for research and development equipment and materials, non-personal services, maintenance and construction services, and the Small Business Minority 8A Programs. Performs contract management and contract administration on all contracts issued. Has responsibility for training, implementation and audit of the Government Purchase Card (GPC) program. Has responsibility for implementation of service contract requirements such as Contractor Performance Assessment Reports (CPARs) and the Quality Assurance Evaluation (QAE) program.
