RANDALL B. "RANDY" PARKER
Mr. Randy Parker is the Vice Director, 88th Air Base Wing, Aeronautical Systems Center (ASC), Air Force Materiel Command (AFMC), Wright-Patterson Air Force Base, Ohio. The wing's mission is to provide support and services to the largest, most diverse and organizationally complex base in the Air Force. Base roles include a major acquisition center, research and development laboratories, a major command headquarters, an airlift wing and the world's largest military air museum. The base is home to more than 27,000 military, government civilian and contractor employees.
Mr. Parker was commissioned in 1982 as a graduate of the Air Force ROTC program at the Virginia Military Institute. He was assigned as a contract project civil engineering officer and construction manager providing environmental and construction support for mission essential research and development facilities at WPAFB. In May 1985, Captain Parker was reassigned as a program civil engineering officer, supervising the programming, design, and construction of over $100 million in complex facilities for some of the highest priority weapon systems in the Air Force valued over $2 billion.
Upon separation from active duty in Sept. 1987, he was assigned as an Individual Mobilization Augmentee (IMA) to the Civil Engineer and Services School at the Air Force Institute of Technology. As a reserve officer, Lieutenant Colonel Parker served as Course Director for the Base Civil Engineer Commander and Deputy Course. In addition, he taught career Air Force civil engineering officers and civilian's courses in project management and management applications. Lieutenant Colonel Parker retired from the Air Force Reserves in June 2006.
In 1989, Mr. Parker joined the ASC Tomorrow Program Office as Program Manager for the planning, design and construction of ASC's $300M, ten-phase Acquisition Management Complex, completing the first three phases, worth over $80M. In July 1996 he was assigned as the 88th Civil Engineer Group Wright Field Team Chief responsible for planning, programming, design and construction project execution oversight for all Wright Field facilities.
Mr. Parker became the Deputy Director for the 88th Air Base Wing Civil Engineer Directorate in July 2001, where he directed a staff of over 700 civilians responsible for providing strategic planning, programming, design, construction, fire protection, environmental management, maintenance and repair on over 845 facilities, 6.4 square miles of improved grounds, thousands of miles of utility systems with a plant replacement value of $5.3B.
