The historic March 2008 activation of the 711th Human Performance Wing at Wright-Patterson Air Force Base culminated two years of inspired strategic planning. It marked the creation of the first human-centric warfare wing to consolidate research, consultation and education under one roof. The 711 HPW merged the Air Force Research Laboratory Human Effectiveness Directorate with these functions of the 311th Human Systems Wing at Brooks City Base: The USAF School of Aerospace Medicine, the AF Institute for Operational Health, and the 311th Human Performance Enhancement Directorate.

The wing's primary mission areas are aerospace medicine, science and technology and human systems integration. In conjunction with the Navy Aerospace Medical Research Laboratory, which is also moving to Wright-Patt, and surrounding universities and medical institutions, the 711th HPW will create a Center of Excellence for Aerospace Medicine.
