771ST ENTERPRISE SOURCING SQUADRON (771 ESS) 

The 771st Enterprise Sourcing Squadron develops and executes enterprise-wide strategic sourcing solutions though application of the AF Strategic Sourcing Model by cross-functional teams, comprised of program management, contracting, financial, data analysis, small business, and legal professionals, along with functional subject matter experts and stakeholder representatives. These teams evaluate current acquisition strategies, conduct rigorous market intelligence research, and define enterprise-wide requirements in order to develop, execute, and manage the performance of innovative sourcing strategies. The 771 ESS is part of the AF Installation Contracting Agency (AFICA), located at WPAFB, Ohio, and is the AF's Center of Excellence for strategically sourced installation-level commodities. 771 ESS has four flights operating at WPAFB Ohio, one flight at Lackland AFB Texas, and one flight at Maxwell Gunter Annex Ala.

Six of the AF's seven installation commodity councils reside in the 771 ESS. The 771 ESS actively manages four of the AF's installation commodity councils:
· Civil Engineering Commodity Council
· AF Furnishings Commodity Council
· AF Office Supply Commodity Council
· Knowledge Based Services Commodity Council

The 771 ESS provides dedicated strategic sourcing support to two installation commodity councils:
· Force Protection
· Information Technology

Goals
The goals of the 771 ESS are:

· Provide enterprise-wide, installation-level strategic sourcing support to all AF functional organizations
· Leverage AF buying power to achieve efficiencies in rate, process, and demand, resulting in more value for Operations and Maintenance budgets
· Develop innovative solutions - acquisition and/or non-acquisition - that are compliant with AF policy and support AF Small Business goals
· Create a workforce recognized for its professionalism, and sought after for its expertise

Industry Impact
771 ESS conducts market intelligence through open communication with industry. Requests for Information (RFIs) on strategic sourcing initiatives are published on the Federal Business Opportunities website. Strategic sourcing strategies may result in awards of fewer; however, larger (enterprise or regional) contracts for selected installation commodities and services. The support of Air Force Small Business goals is always an element of the 771 ESS's strategically sourced solutions.

772D ENTERPRISE SOURCING SQUADRON (772 ESS) 

The 772d Enterprise Sourcing Squadron provides enterprise-wide acquisition support to enhance and further the Air Force Civil Engineer's mission to provide, operate, maintain, and protect sustainable installations as weapon-system platforms through engineering and emergency response services. The 772 ESS delivers world class construction and environmental projects, worldwide contingency mission support services, natural disaster support, expertise, specialized services, and privatization of utility systems. The squadron supports operational, counterinsurgency, and humanitarian missions in the U.S. Central Command Area of Responsibility via Continental United States reach back contracting capability. The 772 ESS, located in San Antonio, Texas is part of the AF Installation Contracting Agency (AFICA) headquartered at Wright-Patterson AFB, Ohio. 772 ESS has four flights operating in San Antonio, and one flight at Tyndall, Fla.

Historically, the Air Force has taken a tactical approach in acquiring construction and specialized service requirements. This approach is generally fragmented and does not provide leverage for enterprise-wide buying power. The customer's support process needs to be responsive and efficient while gaining the most cost effective outcome possible. Since 1991, the 772 ESS has utilized an enterprise-wide Indefinite Delivery/Indefinite Quantity (ID/IQ) strategy to support the Air Force Civil Engineer.

Goals:

· Provide enterprise-wide acquisition support to the Air Force Civil Engineering Center
· Reduce the purchase cost of construction and specialized services
· Increase standardization and responsiveness across the enterprise
· Accelerate delivery with no breaks in construction and specialized services support
· Provide lifecycle management support

Industry Impact:

772 ESS conducts market research through open communication with Industry. Requests for Information, Requests for Proposals, etc., in support of 772 ESS acquisitions, where required, are published on the Federal Business Opportunities website. Exchange with Industry is encouraged with each of our acquisitions with the aim of producing resultant contracts that are reflective of Industry input. As always, the support of Air Force Small Business goals is an element of the 772 ESS' enterprise-wide acquisitions.

The 773d ESS, located in San Antonio, Texas is part of the AF Installation Contracting (AFICA) headquartered at Wright-Patterson AFB, Ohio. solutions for the office of the Air Force Surgeon General.

The goals of the 773d ESS are:

· Provide lifecycle management support

This streamlined approach will maximize small business opportunities and address the full socio- economic spectrum of customers.

Industry Impact
The 773d ESS conducts market research through open communication with industry. Request for Proposals, etc., in support of 773d ESS acquisitions, where required, are published on the Federal Business Opportunities website. Certain organizations will experience changes in the requirement process and may be asked to adjust their traditional business mindset. During this change, the 773d ESS may need support in identifying requirements well in advance of the need date, and utilizing the negotiated contract vehicles that are ultimately awarded to ensure cost and manpower efficiencies. The support of Air Force Small Business goals is always an element of the 773d ESS' enterprise-wide acquisitions.
